Three things tell you almost everything, which are whether the work is generic, how good the craft is, and how much effort went into making it specific to you. The same test works on a free sample, a demo reel or a portfolio.
Start with generic. If a sample is built from templates and stock animation, they didn't take your request seriously, and a portfolio that repeats the same characters and transitions with different logos is a template library. Then quality. Look at the animation, the motion graphics and the sound design, and ask whether they suit your objective rather than whether they look nice. A reel can look impressive and still fail to explain anything, and only one of those is what you're buying. Then effort. Did they ask about your brand, your assets and the goal of the video?
Whatever you're looking at, ask to see work for a company like yours, in your industry and at your stage. That tells you more than a showreel of everything a studio has ever made.
